Other platforms such as SAP and BizTalk have Business Rules Engines built in to pass in a central place data to be evaluated and rules applied. Salesforce has no such inherent engine.
HOWEVER, you can build your own that allows you to churn through those rules and compare values independent of their underlying objects in the native object value and return the "best fit".
